Cycling ban to be lifted on Szentendre Route 11

After years of being closed to cyclists, Route 11 in Szentendre will get advisory bike lanes.
It sounds as if the ban on cycling on Route 11 in Szentendre will finally be lifted. However, the timeline is murky and public authorities have made no public announcement on the matter.

Last week, a technical plan for the changes was presented in a closed-door meeting of stakeholders, including the Hungarian Cyclists' Club (MK).

As MK's staff engineer Miklós Radics explained in Facebook post, the ban will be lifted, but the road will be given only minimal cycling accommodations.

"They plan wide outside car lanes (at least 4.25m or more) with bike sharrows," Radics wrote.

Radics explained that the Szentendre section of Route 11 is not wide enough to accommodate the existing cars lanes and proper bike lanes. So the plan instead calls for sharrows, otherwise known as "advisory bike lanes", which motorists can drive on legally. An example of sharrows in Budapest are on Margit Bridge -- they're marked with chevrons and cycling pictograms rather than a solid line separating cyclists from motor traffic.

"It's not the best and most bike-friendly solution, but it's still a big step if we compare it with the nonsensical prohibition," Radics said.

"Moving the curbs and redesigning the whole road won't happen in the coming years. The municipality and the road maintenance company (Magyar Közút) will co-fund the budget for the repaint."

The plan was based on a study by the engineering consultancy Tandem Kft. on a commission by Szentendre City Hall.  Staff from Tandem revealed the study's results and recommendations last week to a group of select stakeholders, but neither City Hall or Magyar Közút have make any public announcement on the subject.

A representative from the Szentendre branch of the Hungarian Cyclists Club said they would prepare their own announcement on the scheme in the coming days.

Budapest bike-movement leader dies

This Sunday at 2 p.m., the cycling community will lead a memorial bike ride around Budapest to honour one of its most influential leaders, former president of the Hungarian Cyclists' Club János László.

János died December 23 of cancer. First diagnosed about a year and a half ago, he'd battled it to the end and continued his work with the cyclists' club (MK) until just more than a month ago. The club has posted a tribute to him on their homepage detailing his many contributions to not only cycling, but to the livability of Budapest and the development of civil society in Hungary.

János seemed to be everywhere where there was something going on in the cycling world, whether it be a demonstration, a conference, a meeting at City Hall or a bike fashion show. On the few occasions when I asked for his help on cycling matters, for instance taking part in a meeting to energize a nascent cycling movement in Szentendre, I was honoured that he immediately agreed to help -- and showed up in person to do it.

One of the last times I spoke to János, I asked him about prospects to create cycling lanes on Rákóczi út -- a proposal that activists have been pushing for probably 15 years or more. János shook his head and said, "It won't happen in my lifetime." János was so vital that I took this to mean it wouldn't happen for many, many years. Looking back, I guess he was probably intimating something about his illness.

János's work on cycling lasted barely a decade, but as anyone who's been here during that time can see, cycling in Budapest has developed by leaps and bounds over that time. Most people mark the start of the local cycling movement at the first Budapest Critical Mass in 2004, and János always acknowledged the importance of that moment. His own contribution was to give the movement a clear focus and course of action by establishing the cyclists' club as the country's leading lobbying group for cycling development.

Before János entered the picture, a couple cycling NGOs existed in Hungary, but they didn't really register on the political scene. They worked on an entirely volunteer basis and none of them had a proper office or staff. János took over MK in 2006 and scaled up its activities dramatically by getting a subsidy from Budapest City Hall and hiring staff, including people to run communications and campaigns and an engineer to look after technical issues such as infrastructure design and transport planning.

This enabled Critical Mass to achieve concrete progress beyond making cycling more fashionable. Under János's leadership, MK lobbied successfully for Budapest's first on-street cycle lanes on Alkotmány utca and the creation of the groundbreaking bike lanes on the Kiskörút (and the city's first automatic cyclist counter on the same street). Budapest got its first bike boxes (for instance, on Varsányi Irén utca) and its first "advisory" bike lanes (the chevron-marked lanes on Margit Bridge, ushered in with an MK-supported amendment to the national traffic code). János was also instrumental in the proliferation in downtown Budapest of contraflow bike lanes on one-way streets.

János is also credited for the inclusive way that he framed the cycling club's communications. He helped pacify some of the pugnacious tendencies of the cycling vanguard by insisting that the club wasn't simply for cyclists' rights, but rather for a more respectful and courteous relationship between all road users regardless of their mode of travel. The campaign of a few years ago featuring pictograms of a pedestrian, car driver and cyclist and the slogan "We travel together! (Együtt közlekedünk) was János's brainchild.

With his grey beard and long years of experience, János gave the movement a face of reason and seriousness. I think this gave extra heft to the club's lobbying efforts before decision makers, and it showed Budapesters that cycling as transport is not kid's stuff, but a choice for life.

It also gave inspiration to the movement's young foot soldiers. And this is probably János's greatest legacy -- the community of activists and experts who will pick up where he left off and strive to realise his vision for a more people-friendly city.

Car-free Chain Bridge!!

If you're for a calmer, quieter less congested city centre, you should come join a demonstration this Sunday afternoon for a car-free Chain Bridge.

The Chain Bridge will soon be renovated, and the Hungarian Cyclists Club sees this as an opportunity to restore its original purpose as a quick, convenient link between central Pest and the Buda Castle.

In its current state, the Chain Bridge is clogged with traffic jams for large parts of every weekday, and on busy weekends, as well. This is because most of the daily users -- 57 percent, according to a city study -- cross by car, the least space-efficient mode of transport, with an average of just 1.2 passengers per vehicle. Meanwhile, 37 percent go by bus (capacity around 80), but they don't get any reward for making a more space-efficient, environmentally friendly choice. They're stuck in the same, creeping traffic jams as the cars.

Bicyclists comprise about 6 percent of daily bridge traffic. And although the bike may be the fastest way to cross the Chain Bridge, it's not a pleasant way to go because you're either squeezed between cars and the bridge railing, or you're maneuvering amongst pedestrians on the sidewalks, where many regard you as a nuisance.

If the bridge was wider, buses could have priority lanes, but it isn't. A common-sense solution is to kick out the cars, and give it back to people. In this way it could be more like the Charles Bridge in Prague -- part and parcel with its eye-catching, historic surroundings, and free of noise and traffic fumes from cars.

The Cyclists Club proposes to start next summer, after school's out, by conducting a temporary trial in which buses would be given top priority in traffic. Without car congestion, bus departures could be more frequent, and the service would be much faster and more reliable. Top speed on the bridge would be held at 30 kph in order that cyclists can share the roadway safely and harmoniously. And pedestrians will have the sidewalks to themselves -- as they should. Last but not least, the Chain Bridge will once again be a feasible route for emergency vehicles.

Many will wonder where all the car drivers will go. But as with the pedestrianisation of Vaci utca and Raday utca, or the traffic reductions on the north-south axis from Ferenciek tere to Szabadsag ter -- people will find alternatives. Either a different route or a different vehicle choice.

I Bike Budapest Reboots Tradition

Of course, I joined the Ride Formerly Known as Critical Mass yesterday and had the usual good time. I have no idea how many people there were and couldn't find a head count in any of the media reports. Hungarian news agency MTI reported "several tens of thousands" -- which is a safe guesstimate.

We got out the door late, so missed the first couple kilometres from Bakats ter to the Chain Bridge. But from there, we completed the rest of the 19 km circuit. It was a pretty long ride compared to previous spring Critical Masses. The ride's facebook page reported there were more than 400 helpers out directing traffic at intersections. It's a credit to the organisers that so many volunteers could be recruited, trained and deployed so smoothly. It seemed they pulled it off beautifully. Other than a couple low-speed spills involving children (including our 10-year-old), I didn't hear of any big incidents.

My family and I took a little more than two hours to get to the finish at Margit Island -- and then Kristin took the kids home because they were wiped out and needed to pee. I rode onto the island to the big  grassy field where people were collecting, and I went to the Kerekparosklub tent to get a shirt (I Bike BP). Men's sizes were all sold out, except for smalls -- which I got anyway for a souvenir.

I hung around for half an hour but had to cut out before the bike lift. Happy hour date with Kristin in a nice quiet bar was the perfect way to cap off a great day.

Critical Mass Back under Reshuffled Leadership

After a two-year hiatus, Budapest Critical Mass will return this April 25. It sounds nearly identical to the spring CMs of yore--except for the proposed name: "I Bike Budapest."

There's a new face behind it, as well: Áron Halász, who has published the Hungarian Cycle Chic blog since 2009. He takes on the job as a member of the executive board of the Hungarian Cyclists Club, and he has the support of CM's former organisers, Sinya and Kükü, who are also involved with the club.

In a post on the Kerékagy blog, Halász explains that the ride's envisioned as a once-a-year "fiesta" as opposed to "demonstration".

In other words, it won't be like the old autumn Critical Masses in which participants rode in traffic in order to make a statement about their right to the road. Instead it follows the celebratory MO of the old Earth Day Critical Masses. It's being planned in cooperation with City Hall, it will follow a predetermined parade route patrolled by police, and every effort is being made to minimise inconvenience to other road users.

Public announcements and press interviews are being held well in advance to 'warn' those who won't take part. During the event, provision is made to ensure that the parade doesn't obstruct public transport or pedestrian traffic. Even motorists will be allowed to cross the ride route at larger, police-controlled intersections.

Although they were firm about closing down Critical Mass two years ago, original organisers Sinya and Kükü (Kükü is also a cyclists club board member) of the Hajtas Pajtas bike courier company have pledged their support.

In 2013, they had argued Critical Mass had become obsolete, and that in order to take the next step, the cycling movement needed to refocus on professional lobbying.

However, as Sinya and Kükü explain in a jointly signed open letter, many cyclists felt CM played a big role in inspiring and sustaining the cycling community. Apart from the question of whether CM was an effective lobbying tool, it had spiritual value.

The two activists agreed as long ago as early 2014 to support the ride's resurrection. But they had conditions: It should follow CM's basic ethos of being independent (no commercial underwriters, no political party bias), and it should steer clear of overt political statements. They didn't want it to interfere with or obscure the lobbying done by the Hungarian Cyclists Club.

Even so, this spring's 19 km ride will cross three bridges (Szabadság, Chain and Margit) for the express purpose of highlighting the need for better cycling accommodations over all the city's Danube crossings. So it hasn't been completely defanged.

Sinya's and Kükü's post adds that the return of CM appeared inevitable with or without their support. They say some companies have been looking into creating a more commercial event to make money off the cycling community. The former organisers decided to beat the competition to the punch by backing a version more to their liking.

I'd argued back in 2013 that a more commercial-oriented event might have been a good thing provided that a good share of the proceeds were donated to the Cyclists Club or other worthy non-profit.That doesn't appear to be happening. Even so, I'm happy the Cyclists Club has taken up the mantle so that we can ride again on April 25.

A game changer for the körút?

Budapest could have a reasonably bike-friendly Nagykörút with small investment and minimum offense to motorists, according to a new proposal posted by the Hungarian Cyclists' Club.

The proposal would make space for priority bike lanes alongside the curbs of both sides of the road. The parking spaces currently on the  curbs would be shifted onto the sidewalk, between the trees, advertising pillars and signposts.

This solution would probably come at the expense of some parking spaces, but the proposal's authors say the loss wouldn't be significant. Pedestrian space would also be conserved as the empty space along the curb doesn't carry foot traffic.

The post describes the scheme as a temporary fix -- and I'd agree that having parking spaces up on the sidewalk is a bit awkward and unattractive. The holy grail would be to reprioritise the körút for tram users, pedestrians and cyclists and to reduce the volume and speed of car traffic.

However, the proposal would be a huge improvement over the current situation. Right now, cycling on the körút is unpleasant and frightening for most people. Having a bike lane would attract a much bigger segment of  the biking population, and provide needed links between the increasingly bike-friendly neighbourhoods in inner-Pest.

Szentendre City Hall takes a stand for cyclists

The Szentendre local government is taking a stand against Hungary's public road authority in order to allow bicycling on the main road through town.

If you want to lend  personal support to this cause, you can sign a petition posted by a Szentendre subgroup of the Hungarian Cyclists Club.

This has a bit of history. Szentendre hasn't been terribly bike friendly over the years, and as someone who works and bikes there on a daily basis, I have ongoing issues with local cycling policy.

However, the local authorities in this case are trying to do something good for cyclists. For many years, the public road manager -- Közútkezelő Kft -- has banned bicycling on Route 11, despite it being the only option for many people to cross the town north to south. On the southern part, there's a shared bike/pedestrian path that cyclists are required to use. It's old and broken up, and not pleasant to ride on. And in order to get from this path to the dedicated bike path leading to Budakalász and Békésmegyer, you have to cross Route 11 through a horrible little underpass. Crossing on the surface is illegal.

From Szentendre's public transport junction (HÉV and Volan bus stop) to the north, there's no designated bikeway at all -- yet you're still banned from riding Route 11. One  local cyclist I've met has been cited by police for riding here -- and he successfully fought the ticket in court. Hungary's traffic code expressly permits cycling on public roads unless there's an adjacent bikeway provided. So Közútkezelő Kft.'s ban on cycling on the northern stretch of  Route 11 doesn't even accord with the law.

For years, Route 11 has not served as a local road at all, only as a high-volume, high-speed highway between Budapest and Visegrad (despite a posted speed limit of 50 km/hr in town). The local authorities are now wondering if maybe they can claim the Szentendre section for their own citizens, so that people can use it and cross it, by car, foot or bike, without cowering in fear of torrential through traffic. Allowing cycling here would be a good first step.

According to my local cycling contacts, the Route 11 initiative is part of a larger plan to prioritise cycling around the town. A couple years ago, a university student from Szentendre who had researched cycling in Denmark drafted a few relevant proposals for Szentendre. Apparently some of his ideas have caught on at City Hall. I think this is great. I have nothing against the use of cars for longer distance journeys between cities. But for local travel, cycling has an important role to play, and in Szentendre, there's huge untapped potential.

Another record-breaking year for cycling

'Munkanap' means weekdays, 'Pihenő nap' indicates weekends. The fact that weekday traffic invariably exceeds weekend traffic shows that, at least on this street, bikes are used for practical transport more than leisure.
With the close of 2013, cyclists can take courage from a record-breaking year on the kiskörút: According to the automatic counter in front of the National Museum, 583,594 cyclists passed by in the northbound lane of this main downtown artery in 2013 -- an all-time high. The other side has no counter, but if we assume similar traffic flow, there were more than a million bike trips on the kiskörút last year.

The high count is no abberation: Since the counter was installed in 2010, shortly after bike lanes were painted on both sides of the street, cycling levels have climbed year by year. The 2013 result represents a three-fold increase from 2010!

It's difficult getting a simple measurement of cycling levels in Budapest. A 2009 Europe-wide Gallup poll, based on a household survey of travel habits, showed that among Budapest residents, fewer than 2 percent used a bicycle as their main mode of transport. A more recent Hungarian travel survey -- which I can't find now -- indicated a similarly unimpressive level of cycling in Budapest.

It can be assumed, though, that in the downtown core cycling levels are much higher than the overall city level. This is obvious to anyone who uses  the roads, but no survey's been done to isolate that number. The data from the kiskörút is the closest thing available -- a good indicator of what's happening all over central Budapest. It proves what we all feel in our bones: cycling here's been growing by leaps and bounds.

Mayor's had it with new-fangled transport

For awhile there, it seemed Budapest's buttoned-up mayor, István Tarlos, was embracing a more modern approach to transport. Or if not embracing, at least giving it a cautious hand-shake.

No more. News reports this week say that Tarlos and an ally on the City Assembly have made a move to get operational control over the Budapest Transport Centre, a body created during Tarlos's own tenure to oversee streets and public transport.

The move is seen as a rebuke to the progressive, youthful head of BKK, Dávid Vitézy, who's clashed with Tarlos on a number of decisions. This, of course, doesn't auger well for cyclists -- or any other road users, I'd argue.

Tarlos has been at loggerheads with BKK's 28-year-old chief executive almost from the time BKK was established and Vitézy put in charge in the fall of 2010. Vitézy had sought to counter rising car use in the city by promoting an integrated system based on public transport, walking and cycling.

On the cycling side, Vitézy has supported several positive developments in just the last year. He opened up priority bus lanes to cyclists, saw through a regulation change allowing folding and children's bikes on public transport (without extra fees), and launched a pilot project allowing bicycles on select bus and tram lines in hilly areas. In the last few weeks, BKK has embarked on a work plan to make the downtown area more bike friendly in preparation for the Bubi bike-sharing scheme.

Even so, Vitézy's progressive rhetoric has always outshone his accomplishments. This is because his more far-reaching initiatives aren't support by City Hall.

An early example was in the June 2011, when priority bus lanes were created to speed up buses connecting Budapest to its western suburbs via the M1 motorway. As expected, the move exacerbated car congestion in the first days after it was introduced. It was also expected that this problem would diminish as commuters readjusted their travel habits. But after the local mayor of Budaörs staged a flash press conference at the traffic-clogged M1 entrance, Tarlos immediately caved in and cancelled the new bus lanes, citing "technical problems".

This past summer, the story repeated itself on the Nagykörút. 

A new traffic regime was put in place in February 2012 so that traffic lights prioritised trams rather than cars. This meant trams could get around the körút 2-3 minutes faster than before, and that the number of tram departures per hour jumped from 30 to 32 during peak periods. For passengers, it translated into time saved, less crowded conditions and greater comfort.

In the larger picture, it meant more efficient use of the körút. During peak periods, the road carries about 9,000 tram passengers per hour versus 3,000 cars. With trams carrying two to three times as many people as cars, BKK had clearly favoured the right mode.

Despite this, at the end of August, Mayor Tarlos declared that "in this city, a lot of cars travel and deliberately slowing them down is a professional and political failure." He said he would instruct the Budapest Transport Centre to end tram priority and restore the "green wave" of traffic lights for motorists.

Earlier this month, the Hungarian Cyclists Club wrote Tarlos and open letter asking how this decision and others squared with his once stated aim of giving greater priority to public transport, cyclists and walkers. They raised the issue of Tarlos's characterisation of the nagykörút scheme as a "professional failure." The numbers were clear -- tram priority made sense from a professional point of view, they said.

Tarlos replied that his decisions did not contradict his programme. "The main problem," he said, "is with the pace and intensity of change."

He made a testy comment about the club's reference to professionalism. "I've happened to be engaged in this profession since before Mr. Vitézy was born."

And then added a patronising comment: "I respect the Cycling Club. And I am curious about the cycling club's opinions in cycling matters ...". 

According to the news in caboodle.hu, the mayor has proposed a  reshuffling on BKK's five-member steering board, replacing one member and adding two more. In this way, he'd have more direct operational control over the organisation.

One step forward for Tarlos, a giant leap backward for Budapest.

Sziget Festival: an Old Fart's View

These are the dog days of summer in Budapest so along with heat waves, tick infestations and a virtual shut-down of the non-touristic economy, there is the annual bane of my commuting existence -- the Sziget Festival. In my younger days, of course, I looked forward to this international pop music extravaganza. But now that I'm a crusty old fart who doesn't even recognize most of the names on the Main Stage programme (The Beatsteaks? Two-Door Cinema Club?), the festival has become for me just a week-long nuisance, situated as it is on the Buda Quay right in the middle of my work commute.

The festival is on Hajógyari Sziget (Boat Factory Island -- during the rest of the year, a tranquil public park with an incredible, free-of-charge collection of slides for the kiddies) and the way that most day visitors get there is by taking the Szentendrei HÉV. They get off at the Filitorigát stop and from there it's a jam-packed queue of about 400 metres to the festival entrance. The queue is right on the bike path so if you happen to be cycling there in the evening, when most people come up to the Sziget, you will get caught in the queue.

This year the organisers worked out a detour and they've posted maps of it along the bike path at both the northern and southern approaches to the Sziget. The last two days I've stopped and studied these signs but I couldn't decipher them. Both days, I forged ahead following some yellow arrow signs that I assumed delineated the Sziget detour. But within a couple hundred metres, the arrows ran out and I was lost on some back street by a district heating plant in this industrial no-man's land west of Szentendrei út. I ended up coming back to Szentendrei út a couple kilometres north of the Sziget, and then riding on that street for about 5 km to Békásmegyer, where I could finally rejoin the bike path. Szentendrei út is a busy, 70 km/hr thoroughfare that's a hazard to anyone not encased in an army tank. I've decided for the remainder of the Sziget (until Sunday evening), I will stick to the bike path despite the queues of festival goers.

I should say, as a public service for those who like music festivals, that the Sziget Festival actually has some excellent accommodations for cyclists. For the past several years, they've offered free, guarded bike parking on site. Previously, it was managed by the Hungarian Cyclists' Club, this year it seems to have been taken over by MOL, the Hungarian petrol station chain. Is this a case of green washing or a commercial contingency for the post-petrol era? MOL actually has a multi-faceted "bike programme", which I wrote about here.

The Sziget organisers have a whole "mobility management" plan to deal with the tens of thousands of people who come to the festival -- half from outside Hungary. I wrote about that here.

Reckless motorist caught on helmet cam


This is fascinating. A local cycling blogger made a video of a reckless motorist with a helmet camera, and used the evidence to file a successful civil complaint with the district police.

 The incident, which occurred in late January on Király utca, is detailed on the blog Sajat Zsiron ('On your own fat', a cycling idiom for riding alone or at the head of a peloton without the benefit of a draft). As the video shows, the cyclist was riding down the street at a point where it splits into three lanes: a bus lane on the right (legally forbidden to cyclists in Hungary), the middle lane in which the cyclist was riding, and then a lane on the left for oncoming traffic. Adhering to traffic rules, the cyclist kept on the right edge of the middle lane as a fast-moving Honda approached from behind. The Honda driver pulled ahead to overtake, trying to squeeze through a very narrow gap between the cyclist and an oncoming Mercedes SUV in the adjacent lane. Seeing that the gap was too narrow, the cyclist veered right into the bus lane. And it was in just the nick of time too, because the Honda veered right as well, narrowly avoiding a head-on with the SUV, but actually brushing the arm of the cyclist as it raced ahead.

It happened on a weekend and there was hardly any traffic. The passing motorist apparently made the dangerous move simply to get through an intersection whose light was about to change.

The blogger decided to use the clip to file a complaint with the police. Having never tried this, the cyclist had no idea what might happen. And after consulting with a Hungarian helmet-camera internet forum, it was apparent that no one else had either. The blogger also consulted a lawyer for the Hungarian Cyclists' Club who was similarly clueless about what might happen, but gave encouragement nonetheless. 

To make a long story short, the cyclist was pleasantly surprised to get a friendly and prompt reply from the VI District police. Just a week after reporting the incident, a lieutenant made contact and took down the cyclist's personal data, typed up a statement and assured that the video would prove useful in the case. Not only did it clearly capture the offending driver's license plate number, it showed exactly what had happened in undeniable fashion.

But then came silence. Nothing but bureaucratic dead air week after week as the cyclist waited for a decision. After more than two months passed with no news, the cyclist figured the complaint had probably become mulch at the bottom of the lieutenant's case load. But finally, on April 26, good tidings arrived in the mail: a court decision on the case stated the driver had been  fined HUF 50,000 and had 5 points docked from their driver's record.

In the next day's update, the blogger writes:
"I felt unspeakable joy in that moment when I realised that the police really do deal with us (cyclists)."
The post stresses that the goal was never to financially destroy the motorist. Rather, it was simply to draw their attention and get them to consider that you cannot jeopardise another's life in such a manner, that cyclists have no protection against speeding metal objects, and that motorists therefore need to watch out for us.

Courting the Cyclists

As part of my continuing series of occasional posts about how hip cyclists are, I offer this link about a hipster-targetted concert Saturday night by the Budapest Festival Orchestra.

Unusually for a BFO concert, this event is starting at 11:30 p.m. and is staged not in the hoity-toity Palace of Arts on Soroksari ut but at a venue that normally hosts shows by pop and folk bands and rock stars from the dark and distant past.

Also unusually for a BFO concert, the playbill features a picture of someone wearing a sleeveless denim vest, over-ear headphones and a big furry wolf's head. This plus the bold, paint-brush font for the lettering tells you straight away that the event is not targeted at the usual conservative crowd.

The cycling angle comes from a post on the Hungarian Cyclists Club website, where BFO Conductor Iván Fischer makes a direct invitation to the hipster elite. Fischer made his last splash in the cycling world in the fall, when he conducted a free concert at Heroes' Square on the occasion of the European Car-Free Day Critical Mass. 

Now he's doing another concert just for cyclists -- apparently he really loves us. Either that, or he wants people to believe he really loves us, which, of course, is only natural. Fischer writes this on the cycling club's site:

Dear Budapest cyclists,
When at Heroes' Square, I saw the raised bicycles and thought, it would be nice to hold a concert just for young people, late at night, when older people are asleep, and when, for a few minutes, there aren't so many cars on the streets, and it's possible to bike to the concert hall. Now it's a reality -- for you - on the night of Jan. 21 at the Millenáris Teatrum. Come one and all to Midnight Music. Tickets will be very cheap, only for a small contribution to the costs.
The tickets are extremely cheap by BFO standards -- just HUF 1,200. And if you belong the cyclists' club or come by bike, you get a further 30 percent discount.

So, along with the concessionaires at Liszt Ferenc Airport and the fabric store at Jaszai Mari ter, Iván Fischer joins the queue of Hungarian opinion leaders who are desperately trying to ingratiate themselves with cyclists just because we're so cool.

Winter: It's not Just for Drinking Anymore

I hate to start a new year on a negative note -- so I'll save that for post #2. This first post will focus on a little ray of sunshine from a place that doesn't have much of that this time of year -- Denmark. A photo exhibition of Copenhagen's renowned cycling culture will be held Thursday evening at the Európa Pont at Millenáris Park. It'll be a selection of 50 photos by Denmark's most prolific cycling shutterbug Mikael Colville-Anderson. Readers will know him as the blogger behind Copenhagenize.com and Copenhagen Cycle Chic.

Putting a local spin on the event, the Hungarian Cyclists' Club will follow up with a workshop on winter cycling. Very timely subject matter considering the threat of bankruptcy now facing Budapest public transport company, BKV. Those who haven't saddled up since September might consider pumping up their tires. At the workshop, bike club President János László and COWI Magyarország engineer and cycling expert Péter Dalos will preside.

After that, the local blog, Hungarian Cycle Chic, will host a fashion show featuring the clothes and cycling accessories of various local and international designers and manufacturers.

The Early Bird Gets the Sweet Roll

It's amazing how much bike traffic goes by Batthyány tér at rush hour.
So this morning, as part of my ongoing effort to instill the values of sustainable, community-friendly transport in my son, I suggested during breakfast that we stop by the cyclists' tent for a kakaós csiga (sweet roll). Lance normally sulks through breakfast and has to be prodded and kicked and threatened to get out the door on time. But at the mention of the words kakaós csiga, he sat up like a bolt, devoured his muesli, and got on his shoes and coat faster than he's done in recent memory.

I don't know how many new cyclists the bicikli reggeli (bike breakfast) brought out of the woodwork today. But the promise of sweet rolls had a magical effect on Lance. He was so enthused to get out the door that you could have mistaken him for a morning person.

When we got down to Batthyány tér, one of several sites for this morning's breakfast in Budapest, a cheerful volunteer from the Hungarian Cyclists Club flagged us down and asked us to stop for breakfast  (not that we were about to pass them by). She presented us with a very attractive pyramid of sweet rolls, each with a heavy dusting of white powdered sugar. We each took one, along with boxes of orange juice. Before Lance had taken two bites of his, he asked if he could also have mine -- to save for after school. Yes, he's a bit of a pig. But it was fine with me, seeing as I'm a diabetic.

The bike breakfast is a promotion for the fall Bike to Work contest (Bringázz a Munkaba). The contest started on September 22 and goes until October 26. Even though it's half over, you can still register and take part. In fact, if you do it before Monday, you can still ride the required eight times to be eligible for prize drawings.

The contest is a little more low key than usual, as it no longer has financial backing from the EU. The Cyclists Club is carrying on with a smaller budget and appealing to private sponsors to make it come off. Lance can testify that the bike breakfast was up to the usual high standards. So far, so good.

Cycling to Sziget is no Sweat

One of Europe's largest music events, the Sziget Festival, starts next week on Hajógyari (aka Óbudai) Island.

With as many as 390,000 (2009 peak) attending the week-long event, it generates an enormous volume of traffic, particularly over the 4-5 kilometres between downtown Budapest and the festival site.

A number of public-transport options exists, including Budapest Transport Company (BKV) charter buses for inbound and outbound campers; passenger ferries on the Danube, and that old standby, the suburban train (HÉV). All these are fantastic ways to get close-up and personal with your fellow Sziget revelers before you arrive at the massive queues at the island entrance.

For those who prefer a better ventilated mode of transport, there are bicycles. Designated bike routes on both banks of Danube link downtown with the festival site. And once there, you can take advantage of a free, guarded bike parking lot.

If you want to use the service, you'll need to take your bike through the entrance onto the island, and make your way to the lot, located on some tennis courts near the caravan camping area on the island (#41 on the Sziget map). The service works like a coat check: The bike is tagged and you'll get a receipt, and the volunteers will record the number of your festival entrance wristband along with the bike's ID data: colour, type and serial number.

Volunteers from the Hungarian Cyclists Club tend the lot throughout the festival. At any time, three three of them are on site while a paid festival security guard is always nearby.

The bike parking lot holds 1,000 bikes, and during last year's event, a total of 5,000 bikes were looked after during the full festival period.

The cycling club has helped organise Sziget bike parking for several years, and has been leading the effort since last year's event. According to club Communications Manager Kornél Myat, the club as well as the Sziget organisation offer the service because it's part of their philosophy to support environmentally friendly bicycle transport. The 18 volunteers who staff the lot over the course of the festival also do it because they get free entry passes.

These days, the cycling club is not only providing cycling services at the Sziget Festival, but at a host of other summer events in Hungary, including Balaton Sound, the Hegyalja Festival, the Campus Festival in Debrecen and the Bánkitó Festival.

Pictograms Bridge Differences on Margit Híd

Last night, painting crews festooned Margit Bridge with brilliant yellow chevrons and pictograms of bicycles. They appear on the outside lanes of both the north and south carriageways and signify that cyclists, if they choose, are free to mingle with motor traffic in either direction. As part of the deal, the speed limit on the bridge has been reduced from 50 to 40 km/hour with the hope of improving the comfort and safety for cyclists.

I went out there last night to witness the painting, and I had plenty of company. RTL Club and Hír TV had cameras out, Hungarian Cycle Chic was snapping photos and -- no surprise -- Hungarian Cyclist Club President János László (pictured) was there to see the implementation of the traffic compromise he helped broker.

I asked him about the pictogram, whether it's really an acceptable substitute for a proper bike lane. "You know why I like it? It's a symbol of cooperation between the drivers of cars and the drivers of bicycles. It's the first example of this in Budapest."

The carriageway solution won't take away from the planned cycling accommodation on the bridge's sidewalks. On the northern (island side) sidewalk, a bright red lane will soon open as a dual-direction bikeway. On both ends of the bridge, the red lane will have ramps down to the road to facilitate entrance and exit for cyclists riding on the körút from Pest to Buda.

The south-side sidewalk will have no separate lane, but will be open to cyclists nonetheless as a shared-use path with pedestrians.

The arrangement at least tries to serve and respect everyone's needs, including cyclists of many persuasions. I can see reasonable options for everyone here, from professional riders with their courier bags to children with training wheels.
With the sidewalks still under works, a sign remains on the south side telling cyclists to walk their bikes. Not many do.
The changes seem to respect other road users, too. Tram passengers will hardly be affected -- so long as cyclists mind the traffic signal and let people cross the zebra at the Margit Island stop of the 4-6. And, of course, motorists still have their four lanes of traffic -- they'll just have to share two of them.
Accompanying the pictograms will be signs at both bridgeheads featuring a car and cyclist being all lovey-dovey. The still partially shrouded signs were designed by Peter Kukorelli, the same guy who came up with Budapest's "P" shaped bike racks.
Before work began on the bridge about two years ago, there were no cycling accommodations at all. This shortcoming became problematic as cycling levels grew, especially during summer weekends. During the couple summers prior to the renovation, the city began closing down one lane of traffic on weekends for cyclists going to and from the island.

About three years ago, when the renovation was in the planning stage, City Hall agreed to proposals by the Hungarian Cycling Club to include cycling accommodation on both the north and south sides of the bridge.

Then, just weeks before the work was due to start in the summer of 2009, it was learned that the City had unilaterally scratched the south-side bikeway. This provoked a demonstration of some 500 cyclists and then some effective reporting by Hungarian bike blogger András Földes (my summary here) about how the city could lose EU project funding because its grant contract was based on plans that included bikeways on both sides of the bridge.

The City recanted, and then recanted on its recant, and then a new mayor came in, and then the Hungarian Cyclists Club broadcast a YouTube protest saying that the evolving work appeared to short change cyclists ... . Which is all to say that it's been a long road.

But it seems now that this chapter is finally coming to a close. And it seems the pictogram was crucial in wrapping things up. Hard-core advocates had long wanted proper bike lanes on the bridge, but this was legally impossible without sacrificing car lanes. And, naturally, no city administration wants to go there.

The pictograms, a traffic management tool introduced in 2010's modification of the traffic code (KRESZ), raised the possibility of a compromise. They create quasi-bike lanes that fit into, rather than displace, car lanes. They're something along the lines of shared space and it will be interesting to see how many cyclists make use of them.

Without a doubt, though, the whole exercise demonstrated, yet again, that lobbying and political activism can bear fruit. And if advocates have an appetite for more, they might even get the big banana: bikeways around the whole körút. Afterall, what sense does it make to have them on just the Margit Bridge section of this street? In the interest of formal harmony, the bikeways on the bridge need to extend in both directions of the ring road and complete the circle.

Breakfast of Champions


During the Hungary Bike-to-Work campaign (Bringázz a munkaba), there are always a couple of occasions when the organisers have a bikers' breakfast promotion. They set up stands along major bike routes all over the country and treat passers-by to free sweet rolls and juice.

They had one on Tuesday morning and I wanted to take my boy Lance down to get a sweet roll. We went down to the station closest to our flat, collected our goodies, and I snapped this picture of Lance with his new bike and our breakfast in the background. Can you believe that in the five-second interval between us setting down the food and me framing the shot, a frickin' pigeon jumps up on the railing and attempts a snatch and run on Lance's kifli?!

From all appearances, the breakfast "action" seems to be a case if preaching to the converted. At least at the station we visited, along the Buda quay by Batthyány tér, there was a regular stream of cyclists going by. And this was regular traffic -- not people lured by free food. The girls doling out the sweet rolls did their best to flag everyone down, but the majority were rushing off to work and couldn't be bothered. From this spectacle, it was abundantly clear that Budapest is already a real cycling city.

The breakfasts are, however, a great photo op and press availability. A significant part of the breakfast crowd at Batthyány tér were photographers and reporters looking for a little "colour" for their media. The shot above shows Hungarian Cyclists' Club President János Laszló doing what he always does: trying to edify the masses about the value of cycling as urban transport. Sometimes it seems that guy is everywhere.

Mind the Rules while Biking to Work

Two major cycling campaigns got underway today: first, the spring Bike to Work contest, which pits companies against one another to see whose employees can log more kilometres in a months' time commuting by bike. The second is the National Police's long-promised crackdown on scofflaw cyclists. This will reportedly last three weeks and entail random police checks for reflectors and working lamps, as well as breathiliser tests for those suspected of drunk cycling.

A conspiracy theorist might wonder if the police didn't intentionally schedule their dragnet to coincide with Bike to Work, just because the pickings would be easier.

However, according to the kerekagy.hu blog, the enforcement campaign has the support of Hungary's main transport cycling NGO, the Hungarian Cyclists Club (MK). At a public announcement of the crackdown last week, the police's spokesman was joined by MK President János László, who noted that the measure was not against cyclists or cycling, but rather about safe riding.

During this announcement, nationwide statistics were cited about cycling injuries and cycling deaths in 2010. However, they weren't put into any context so I wasn't sure if I should be alarmed, relieved or indifferent. One statistic that was interesting, however, was that cycling numbers in Budapest have doubled during the last four years, while death and injuries to cyclists haven't grown at all. This mirrors experience in cities the world over: practically anywhere where levels of urban cycling have grown, traffic injuries involving cyclists have either held steady or gone down. It's become a universal maxim that the more cyclists there are on the road, the safer it is for individual cyclists.

It follows that if authorities have only our safety mind, they would do better by taking measures to promote cycling. Not that I'm against following road rules and riding responsibly. These are clearly important to cycling safety. What's missing is a comprehensive approach that balances enforcement with campaigns to promote cycling as a healthy and enjoyable mode of urban travel; the development of safe, separate infrastructure for city cycling; more stringent penalties and better enforcement of speeding violations by motorists, etc., etc.

The "etc., etc." can be found in a study published in 2005 on safety conditions for "vulnerable road users" in European countries whose safety records are below the EU average (Hungary's among them). The study suggests that enforcement and better cycling behaviour is needed, but so are several other measures, including those directed at motorists.

Transport of London has put out a Cycle Safety Action Plan that takes an even more sympathetic approach toward cyclists. It recommends nine specific actions, just one one of them concerning enforcement. The other measures involve changes to mindsets and the urban environment to better accommodate and encourage cycling.

Like Budapest, London is at an early stage of cycling development. But the city government there is taking better strides to ensure it flourishes.

Strained relations

Traffic cops handed out a total of HUF 839,000 (EUR 3,000) in on-the-spot fines to 110 participants in Wednesday's Critical Mass demonstration, according to the Budapest Police.

Police were out in force during the event, most of them stationed in small teams at intersections and flagging over cyclists for checks and interrogations. According to the police, most of the citations were given for running red lights and for riding on tram tracks.

In various news reports, organisers agreed that although many of the citations were probably deserved, they also had heard of reports of cyclists being hassled for not wearing reflective vests, which would be a misapplication of the law (reflective vests are required only for night-time riding on rural roads).

And considering the five-year record of very good cooperation between the city officials and Critical Mass organisers, it struck many as a disheartening change of tone.

It's probably entirely unrelated, but I was interested to see that Hungarian Cyclists' Club János László was a participant in a separate demonstration just before Critical Mass but involving the same organisers -- leaders of the Hajtas Pajtas bike courier company.

This protest, which was filmed and posted here, concerned City Hall's use of a prime patch of 5th District property as their own personal parking lot. The property, big enough to accommodate two football pitches, sits between City Hall and the kiskörút and north of the Merlin Theatre. With its location in the dead centre of town, I wouldn't be surprised if it's the most expensive vacant lot in Hungary.

The area was once home to a row of shabby looking one-story shops and taverns. These were razed, opening up a vast lot from the kiskörút to City Hall. A couple years ago, a narrow strip along the kiskörút was turned in to a "temporary" park while the rest was sealed from the public with a three-metre fence and put at the mayor's disposal as free parking. (Street parking fees in the neighbourhood run more than HUF 400 per hour.)

The protesters' simple action involved jumping the fence and taking over the property for a short while to blow bubbles, skip rope, throw frisbees, and lay on the grass. They brandished a sign reading "Parkoló" with the "oló" crossed out. (In English "parking lot" with the "...ing lot" crossed out.)

They're right, of course. Downtown suffers from a terrible shortage of parks, which is part of the reason the newish public space at nearby Erzsébet tér got run down so quickly. The demand for open space in downtown greatly exceeds supply. (The other reason is that it was cheaply built, but that's another story.)

Anyway, the protesters made a pertinent point in a funny, clever way -- which seems to be their forté. But I was a little surprised to see János there considering the cycling club he leads gets a good part of its operating budget from City Hall. Biting the hand that feeds, I would have thought.

Then again, with Mayor Demszky out of contention in this season's election and his Free Democrats party in shreds, I suppose this is just one more sign of a closing chapter of city politics.

The Biking Bloc

This year's free-jazz approach to Critical Mass seemed to produce more harmony than discord as far as I could tell. And participation was once again huge, at least 10,000 according to the report by Hungarian wire service MTI. Certainly, Érzsébet tér was swamped with cyclists for the closing bike lift at 8 p.m.

My advance post on the ride was called "Critical Chaos," but this was not descriptive of the event as it happened. Despite having no fixed starting point, and only a crude script calling for people to ride on the Pest side of the Nagykörút starting at 6:30 p.m., most participants rode in an orderly fashion on schedule. There seemed to be heavy bike traffic in both directions over most of the length of the route.

From my limited vantage point, it appeared that the traffic going from Margit bridge to Oktogon was heaviest. The entire curbside lane was packed with cyclists and at some points, we even spilled into the second lane. On any other day, I wouldn't think of taking my 5-year-old boy on the körút. The traffic there is as fast and aggressive as it gets in Budapest. However, Critical Mass offers safety in numbers, so Lance accompanied me on my bike's luggage rack the whole way. Mind you, he has no patience for Critical Mass. To him, this is an event that looks from a distance like a festival, but then upon arrival you see it has no rides or toys. I explain to him that it's a political thing. Lance thinks it's BORING.

Despite the usual civility of the crowd and the effectiveness of the volunteer traffic directors, there were tonnes of police this year. MTI noted that there were police checks at at least 10 intersections and that they were handing out fines as high as HUF 15,000 for not having lights and/or spoke reflectors. Hungarian Cyclists' Club János László lamented a lapse in the traditional good cooperation between organisers and police.

Near Oktogon, I noticed a group of cops questioning some kids on trials bikes -- and I could see that main organiser Gábor Kürti had stopped to mediate. Further on, I observed a group of cops at Blaha Lujza tér stopping cyclists seemingly at random. I don't know if the guy below was guilty of anything, but the cops let him go after a couple minutes of interrogation.

I reckon the city would be remiss if it didn't exert some official control on a demonstration that routinely attracts tens of thousands of people. At any rate, I didn't see any acts of violence by either the cops or participants.

A little while later, we came across Justin Hyatt -- a member of the Young Greens (Zöfi) and a stalwart of the livable-cities movement. He and a fellow activist were in bunny outfits, which provided some welcome comic relief for Lance. They handed me a flier with this URL: www.placcc.hu. More political stuff, apparently, although I didn't tell Lance.

It was getting late so we turned off the körút and headed down Rákóczi út (maybe the only street downtown scarier than the körút) and eventually found our way to the closing bike lift at the Gödör klub. A couple guys with a three-wheel bike taxi emblazoned with a sign saying "Put some fun between your legs!" had some balloons. This salvaged the evening for Lance. It was a shoulder-to-shoulder crowd and Kristin had come with our 4-month-old daughter Sequoia (by stroller, not bike). This was Sequoia's first extra-utero (?) Critical Mass. She did the last one in utero.

Kristin didn't have a bike for the bike lift so she lifted Lance. It's hard to make out, but Lance is spread-eagled here, with one leg above Kristin and the other below. Reminds me of body-surfing photos from my grungy heyday back in Seattle.
After that, the family went home and I hung on to catch the start of the most overtly political part of the evening: mayoral candidates for the fall election were invited for a cycling-focused Q&A -- broadcast on a big screen facing the Gödör's terrace. Apparently, every party sent their candidate except for the odds-on favourite, Fidesz. That candidate, István Tarlos, is apparently confident enough of that he'll win that he didn't bother with a cycling rally of 10,000 people.

Along with the other major party candidates, the LMP's candidate Benedek Jávor was on hand. The kerékagy blog did a run-down of all the parties' cycling platforms and LMP's stood out as the most elaborate and thoughtful.

I don't know about the Socialists' cycling platform but their candidate, Csaba Horváth (below), was at Gödör giving press interviews ahead of the Q&A event. (He didn't take part in the Q&A-- see comments!)
